Energetic certification


The National System of Energy Certification of Buildings (SCE), implemented by Portugal, is based on the objective of presenting a set of information to various actors of the system, namely:

  • To inform the energy performance of buildings, classifying them so that the final consumer can compare them and choose them according to the energy class;
  • To present a table of improvement measures, identified by the Qualified Expert, that lead to the improvement of energy efficiency, comfort and possible reduction of energy consumption for different purposes;
  • Identify the components of the buildings and their technical systems, thus allowing to record, in a single document, information related to energy performance and sometimes not reach the user immediately building.

The classification of the building follows a predefined scale of 8 classes (A +, A, B, B-, C, D, E and F), where class A + corresponds to a building with better energy performance, and class F corresponds to a building with a poor energy performance. Although the number of classes in the scale is the same, housing and service buildings have different indicators and forms of classification.

In new buildings (with a building permit application after entry into force of the SCE), energy classes vary only between classes A + and B-, the latter being the lower threshold to which these buildings are subject. Buildings subject to major interventions have a lower threshold C. Existing buildings may present any class.

The energy certificate is mandatory in new and used buildings from the moment they are put on the market for sale or rent, directly by the owners or real estate agents. The document must be presented when the purchase / sale, lease or lease agreement is signed, attesting the information initially disclosed about the energy class to which the property belongs. The individuals in default are subject to a fine of 250 to 3,740 euros. The companies will be able to pay between 2,500 and 44,890 euros.

The realization of the energy certification is, in the first instance, the responsibility of the property owners and appears as obligatory in several contexts.

To this extent are covered by the National Energy Certification System (SCE), the following buildings:

  • All new buildings
  • All existing buildings subject to major rehabilitation interventions, ie interventions in the surroundings or in the technical facilities of the building, costing more than 25% of the value of the building, under the conditions defined in its own regulations;
  • Trade and existing services with a useful interior area of 1000 m2 or more, or 500 m2 in the case of shopping centers, hypermarkets, supermarkets and indoor swimming pools;
  • Buildings which are owned by a public entity and have a useful indoor floor area by a public body which is frequently visited by the public in excess of 250 m2;
  • All existing buildings, both housing and services, when concluding sales and leasing contracts, including leasing, where the owner must present to the potential purchaser, lessee or lessee the certificate issued under the SCE.

The term of validity of energy certificates diverges taking into account the nature of the building and its context. In accordance with Decree-Law 118/2013 of August 20, as amended by Decree-Law No. 68-A / 2015 of April 20, the following validity periods are defined:

  • Residential buildings – 10 years
  • Small trade and service buildings – 10 years
  • Great trade and service buildings – 6 years, for SCE certificates issued up to 30 April 2015
  • Great commercial buildings and services – 8 years, for SCE certificates issued after 30 April

In addition, the following validity periods are also foreseen:

  • Buildings in tosco – 1 year (extendable by request to ADENE)
  • Existing commercial buildings and services that do not have updated maintenance plan – 1 year (not extendable)
  • Existing commercial buildings and services subject to Energy Rationalization Plan – 6 years , For SCE certificates issued up to April 30, 2015
  • Existing trade and services buildings subject to Energy Rationalization Plan – 8 years, for SCE certificates issued after April 30, 2015
  • Development buildings and services for sale or lease – 1 year (renewable upon request to ADENE)

In the case of housing, energy certification will require the following documentation:

  • Certificate of the registry of land registry and finances;
  • Plants at the architecture scale (if any);
  • Descriptive memory of the architecture and HVAC project (if any);
  • Model housing file nº1 (if it exists).

 

In the case of a service building, the following documentation will be required at the time of the energy certification:

  • List of HVAC equipment installed and / or other electrical equipment (if any);
  • Descriptive memory of the architecture and HVAC project (if any);
  • List of building details (if any);
  • Copy of the last electricity bill with local code identification (CPE);
  • Electrical design with identification of illumination, unit power and type of lamps (if any).

The energy certificate provides an analysis of the higher or lower thermal quality of the property, looking at the respective energy performance, providing the consumer with information on possible measures to improve this performance, highlighting those with greater economic viability. In the case of real estate with energy classification A or A + brings tax benefits and municipal incentives in IRS and IMI.

Energy Audit


The main objective of the energy audit carried out by TJF ECOENERGY SOLUTIONS is to analyze in detail the main energy consumption of any facility.

This audit is based on three main criteria:

  • energy sources: electricity, water and gas / fuels, among others.
  • user: takes into account the characteristics of the final consumer, ratings ranging from private to industrial, which can be differentiated according to the type of raw material used and / or specific consumption.
  • typology of use: according to the application of energy, examples: heating and lighting.

The final result of a TJF audit intends to present details of consumptions and suggestions for energy optimization, making use of an exhaustive technical analysis, adequate to the specifics of the client and in an impartial manner with regard to the distributor, which could lead to an energy certification if the customer so desire.

 

 

In case the client wishes, we are also able to perform the energy certification under the ISO 50001. The audit in this scope will include:

  • Conducting GAP Analysis Initial Internal Audit;
  • Preparation of an Action Plan for Energy Management;
  • Assistance to the Implementation of Energy Management System;
  • Carrying out training actions to the staff of a company;
  • Implementation of the Initial Energy Assessment;
